Except as to the regulations concerning vaccination, the Trustee of Public Health shall be and he or she is charged with the duty of enforcing the provisions of this chapter. He or she shall be ex officio poundkeeper of the village. He or she shall designate such officers and employees under his or her supervision as may be necessary to enforce the provisions of this chapter.
