§ 30.10 PRESIDING OFFICER.
   (A)   The President shall be the presiding officer at all regular and special meetings.
   (B)   In the temporary absence of the President, but not a vacancy in the office, the Board of Trustees shall elect one of its members to act as President Pro Tem, who shall perform the duties and possess all the rights and powers of the President.
