§ 30.03 REGULAR MEETINGS.
   (A)   The Village Board of Trustees shall hold one regular meeting each month, and such meeting shall be held on the second and fourth Tuesday of each month. The meeting will commence at 6:00 p.m. at the Village Hall unless otherwise noted.
   (B)   The following rules and procedures are adopted.
      (1)   The use of vulgar or profane language or the interruption of an individual recognized by the Village President to speak will not be tolerated. A member of the Board of Trustees or member of the audience that engages in such behavior will first be asked to refrain from their comments. Any individual who continues such behavior after being warned may be removed from the meeting by order of the Village President following a vote of the Board of Trustees authorizing such action.
      (2)   Each meeting’s agenda shall include a period where members of the public may address the Board with their concerns. Comments shall be limited to five minutes unless the Village President grants additional time. The Clerk shall provide a sign-in sheet at each meeting for those that wish to speak. While it is not a requirement to sign in to address the Board during the allotted period, those individuals that sign in will be allowed to address the Board first.
      (3)   The Village President may make his or her position known regarding issues before the Board, but a vote of the President will not be counted except as required by law.
      (4)   The Village Clerk shall be responsible for notifying each Trustee of meetings or other pertinent information. Each Trustee shall also regularly check the village office for notices.
      (5)   Issues discussed at a meeting shall be assigned to a committee of the Board of Trustees. No matter how small the issue may seem, it was important enough to someone to bring it to the Board’s attention. All matters brought before the Board shall be included on the ensuing agendas as “Old Business” until such time as they are resolved.
      (6)   Robert’s Rules of Order (Tenth Edition) shall govern meetings of the Board of Trustees to the extent they do not conflict with the ordinances or resolutions of the Board.
      (7)   Each Trustee shall be provided a copy of or shared access to the following items:
         (a)   Village code of ordinances;
         (b)   Ordinance synopsis;
         (c)   Open Meetings Act booklet;
         (d)   Freedom of Information Act booklet;
         (e)   Zoning ordinance;
         (f)   Village employee manual;
         (g)   Illinois Municipal League handbook;
         (h)   Current financial documents;
         (i)   Current list of all employees, including addresses and phone numbers; and
         (j)   Current list of committee assignments.
      (8)   Members of the Board of Trustees shall be provided sufficient information regarding matters to be considered at least 48 hours prior to any regular or special meeting.
