Any person desiring a license for the purpose of collecting garbage, rubbish or refuse of any kind shall make a written application therefor upon a form provided by the Village Clerk, and the application shall be accompanied by a license fee in the amount of $15. All licenses shall be issued on forms provided by the Village Clerk and shall be effective for a period of one year from January 1 through December 31. All licenses shall be kept in the vehicles used for collecting garbage, rubbish or refuse and shall be affixed to the windshield and shall be available for inspection at all times when the vehicle is in use in the village.
