§ 37.01 CLAIMS.
   (A)   Manner of filing. No account or claims exceeding $10 against the village, except for the salaries of village officers or for the contract price of a specific contract made by the President and Board of Trustees, or by some officer or committee authorized by the Board to make the same, shall be considered or allowed, nor shall any warrant be issued for the payment thereof unless the person presenting such claim shall file it with the affidavit of himself, herself or some other credible person that the account or claim is just, correct, reasonable and wholly unpaid.
   (B)   Manner of allowing. No claim or account against the village upon any contract made by any officer or committee of the President or Board of Trustees shall be considered or allowed, nor shall any warrant be issued for the payment thereof unless the officer or committee by whom the said contract was made shall first certify that he or she has examined the said account or claim and has examined the work done or materials furnished and that same is in accordance with the contract; that the same is just, correct, reasonable and wholly unpaid.
   (C)   Warrants. All warrants issued for the payments of money shall be issued by order of the Board of Trustees and signed by the President of the Board of Trustees and the Village Clerk. Notwithstanding the foregoing, the President of the Board of Trustees, with the concurrence of the Village Clerk, may authorize the issuance of a warrant for the payment of money up to, and including, the amount of $2,000 without prior Board of Trustees approval. Any such payment shall be presented for ratification at the next regular meeting of the Board of Trustees.
