§ 36.09 WHEN VILLAGE CLERK MAY CALL SPECIAL ELECTION.
   If, for any cause, there shall not be a quorum in the office of the President and Board of Trustees, the Village Clerk or any Trustee may appoint the time and place for holding a special election to supply such vacancy and give notice and appoint the judges thereof.
