(A) The Village President and Village Board of Trustees shall biannually, at least 20 days before the regular municipal election, appoint the judges and clerks for the election for the year for which they are appointed.
(B) The Village Clerk shall, within three days after such an appointment, make out and deliver, to each person so appointed, a certificate of his or her appointment as Judge or Clerk.
(C) No person holding an office under the village or who is a candidate therefor shall act as Judge or Clerk at any village election.
