The following standards are mandatory and shall not be waived except by specific Town Council action, and shall apply universally after the date of adoption hereof.
(A) All sewer lines will be constructed, tested, and operated in total compliance with the North Carolina Department of Environment and Natural Resources Rules and Regulations and standards established by the Director of Public Services and/or Town Engineer.
(B) The designated representative of the Town will personally witness infiltration, exfiltration, and mandrel tests, at applicant's expense, wherever new lines are installed.
(C) All lines accepted by the Town will have plans and specifications approved by the North Carolina Department of Environment and Natural Resources. All work will be done in strict compliance with the approved plans.
