The entire sewer system, including all elements thereof up to and including the meters and meter vaults, pump stations, force mains, service laterals while on public property, but specifically excluding individual pumping stations, grease traps, and service laterals on private property, are the property of the Town subject only to encumbrances entered into by the Town Council. New lines installed by others must be properly conveyed to the Town free of encumbrances in a manner satisfactory to the Town Attorney.
