When proper application for a permit has been made, and the Inspection Division has determined that the application and the proposed work comply with the provisions of the code, the appropriate regulatory codes adopted herein, or otherwise and the laws of the state, it shall issue the permit on receipt of the proper fee or fees as hereinafter provided in § 150.051.
