The Town Manager shall not accept as a public street any street extension, new street, or part thereof which is offered for dedication after October 14, 1975 unless the provisions of this subchapter are complied with fully. The Town shall not perform any work, use any labor or materials, or authorize any expenditure on any street or part thereof opened to the public and not included on the Powell Bill Map as a Town system street, unless all provisions of this subchapter are complied with fully. In addition, no water, sewer, or other service shall be extended to any property abutting any street or part thereof unless all provisions of this subchapter are complied with. The Building Inspector is directed to issue no building, plumbing, or electrical permits on any street or part thereof, unless all the provisions of this subchapter have been complied with fully.
