All monies received for the library shall be paid into the Town's treasury, shall be budgeted for the use of the library, and shall be paid out on warrants signed by the Town Treasurer and countersigned by the Town's Finance Director. The countersigning officer shall countersign the warrants when they are within funds budgeted for the library and within the amount of the appropriation duly made by the Town Council.
