The Town Manager shall appoint a Director of Library Services and other employees for the library, and may remove the Director or employees. No vacancies existing or occurring in the position of Director shall be filled by the appointment or designation of any person who is not certified by the State Library Certification Board under the provisions of G.S. §§ 125-9 and 125-10.
