It shall be unlawful for any person to remove or attempt to remove any vehicle which has been impounded pursuant to §§ 90.055 through 90.064 unless and until all towing and impoundment fees which are due, or bond in lieu of the fees, have been paid. A violation of this section is subject to the penalty provided in § 10.99(A).
