The Town Council finds that the indiscriminate driving of heavy trucks and trailers over certain streets located within the corporate limits of the Town is detrimental to the health, morals, comfort, safety, and welfare of the people of the Town, and deems it best for the public welfare of the citizens of the Town that the operation of those trucks and trailers be prohibited on certain streets within the corporate limits of the Town.
