Upon all streets of sufficient width, except on one-way streets, the driver of a vehicle shall drive on the right half of the street. Slow-moving vehicles shall be driven as closely as possible to the right-hand edge or curb of the street, unless it is impracticable to travel on that side of the street and except when overtaking and passing another vehicle subject to the limitations applicable in overtaking and passing.
