The Village President shall appoint one member to serve as chairman. The chairman shall preside at the meetings of the Recreation Board and shall otherwise supervise the affairs of the Board. It shall be the chairman's duty to maintain a written record of the proceedings of the Board, which shall at all times be open to inspection by the corporate authorities and the general public. To assist in maintaining these records, the chairman may appoint a secretary who shall not be a member of the Board.
