The purpose of the Recreation Board shall be as follows:
(A) To advise the President and Board of Trustees on matters relating to the administration, operation, and provision of recreation programs for the village;
(B) To advise the President and Board of Trustees on matters relating to the acquisition, development, maintenance, and operation of open space and park land;
(C) To advise the President and Board of Trustees on matters relating to the acquisition, development, maintenance, and operation of outdoor and indoor recreation facilities;
(D) In any event to establish, conduct, and maintain a recreation system.
