The Director shall have the power to make or cause to be made an entry into any building or premises where the work of altering, repairing or constructing of any building or structure is going on, for the purpose of making inspections at any reasonable hour, upon consent of the owner of the building or premises, or upon execution of an administrative warrant issued by a Court of competent jurisdiction.
