No person who owns or is in possession, charge, or control of any building or premise shall use the same, or permit the use of the same, or rent the same to be used for any purpose if such use:
(A) Shall, from its boisterous, loud, and noisy nature, disturb or destroy the peace of the owners or occupants of any of the properties surrounding or in the vicinity of said building or premises; or
(B) Shall be a danger or detriment to health of any person.
