§ 131.06 OBSTRUCTING STREETS.
   (A)   On the authority of ILCS Ch. 65, Act 5, § 11-80-3, it is unlawful for anyone to encroach upon, or obstruct, any street or other municipal property in this village in any way or by any means including, but not limited to, the following: by pumping, by sump pump or other means, or otherwise pumping, in any way, water, from any source, including but not limited to ground water or subterranean water; or to obstruct, impede, or change the passage of any private or public water course, including, but not limited to, ground water or subterranean water, whether by pumping or other activity.
   (B)   On the authority of ILCS Ch. 65, Act 5, § 11-80-10, it is unlawful for anyone to deposit or cause a depositing of ashes, offal, dirt, garbage, or any other offensive matter, including, but not limited to, the pumping of water by any means, including, but not limited to, ground water or subterranean water, on streets, alleys, or other municipal property in this village. OTHER OFFENSIVE MATTER shall also include snow, dirt, gravel, building materials, or any other substance that encroaches upon, or obstructs, traffic or free travel upon such streets, alleys, or other municipal property.
   (C)   All activity declared to be unlawful in the above mentioned divisions (A) and (B) of this section is declared to be a nuisance, under the authority of ILCS Ch. 65, Act 5, § 11-60-2.
