The Village Administrator shall have the following powers and duties:
(A) Direct, supervise, and coordinate the administration of all departments, offices, and agencies of the Village, except as otherwise provided by law;
(B) Employ and, when necessary for the good of the Village, suspend or remove all Village employees other than appointive administrative officers. All employments and removals shall be subject to the Village of South Elgin Personnel Policies and Procedures Manual and any applicable contract. The Administrator may authorize any administrative officer, subject to the Administrator's direction and supervision, to exercise these powers with respect to subordinates in that officer's department, office, or agency;
(C) Attend all Village Board and other meetings as prescribed by the Village President or Board of Trustees. It is understood that attendance at these meetings is a fundamental component of the Administrator's duties, and no additional compensation will be provided for attending said meetings;
(D) Provide for the enforcement of all laws and ordinances within the Village;
(E) Serve as Budget Officer and prepare and submit to the Village, by the date set by the Board, a recommended annual budget for Village operations and a recommended capital program. When the annual budget or capital program has been approved by the Village Board, the Administrator shall be responsible for the administration of said budget or capital program. The Administrator shall also prepare, or cause to be prepared, the tax levy ordinance and upon enactment, file a certified copy with the County Clerk;
(F) Submit to the Village Board and make available to the public a complete report on the finances and administrative activities of the Village at the end of each fiscal year; Make such other reports as the Village Board may require concerning the operations of Village departments, offices, and agencies;
(G) Keep the Village Board fully advised as to the present financial condition and future needs of the Village;
(H) Advise the Village Board an pending decisions of public policy and recommend to the Board the adoption of such measures as the Administrator may deem necessary or expedient for the health, safety, or welfare of the community or for the improvement of administrative services;
(I) Be responsible for procurement of commodities and services for all village departments, offices, and agencies, and promulgate purchasing rules which shall be followed by employees in the procurement of goods and services, provided that all purchase and other expenditures over $25,000 first shall be authorized by the Board unless otherwise provided by the village. The Administrator is authorized to engage consultant services for any matter that will create an obligation for such services not exceeding $25,000 without prior Village Board approval;
(J) Propose to the Village Board such personnel rules and regulations as the Administrator deems necessary to manage the personnel policies of the Village;
(K) Make recommendations to the Village President and Board of Trustees concerning the classifications and compensation of each employee in the Village service;
(L) Investigate all complaints in relation to the matters of Village government and services;
(M) Provide staff support services for the Village President and the Board of Trustees; and
(N) Perform such other duties as may be specified by law or Village ordinance or as may from time to time be requested by the Village President or Board of Trustees.
