(A) The Raffle Licensing Agent shall be charged with the administration of this subchapter.
(B) The authority and jurisdiction of this village to issue a license to a prospective licensee shall extend only to raffles where winning chances are drawn within the limits of this village, but it is intended by the passage of this subchapter and the execution of said “Agreement 1, Intergovernmental Cooperation Agreement for Raffle Licenses,” that the sale of raffle chances outside the borders of this municipality, for raffles licensed within the limits of this municipality, is thereby authorized in contiguous unincorporated areas of the County of Kane, and within the limits of each municipality in the County of Kane which is a party to said Agreement, being and intended to be, the “system for the licensing of organizations to operate raffles” referred to in ILCS Ch. 230, Act 15, § 2.
(C) The Raffle Licensing Agent shall act upon a license application within ten days from the date of the application.
(D) The President and Village Clerk and appropriate officers of this village are hereby authorized and directed to enter into said Intergovernmental Cooperation Agreement.
