(A) Elections. Elections for municipal offices shall be held as provided by statute, and at the time prescribed by statute.
(B) Appointments. All officers, other than elective officers and police and fire officers under the jurisdiction of the Fires and Police Commissioners, shall be appointed by the Village President by and with the advice and consent of the Board of Trustees as provided by statute; provided that all employees shall, in the absence of any ordinance or provisions to the contrary, be appointed or selected by the Village President.
