Whenever any licensee desires to transfer the license to any other person or place, and the person desiring the same has complied with all the provisions of the ordinances of the village, such license and the party to whom the same is about to be issued, shall apply to the President and Board of Trustees to have such transfer made, and if authorized by said Board of Trustees and President and endorsed on the license, such transfer shall be deemed effective from the time of such endorsement. Nothing herein contained shall authorize a license to cover more than one place.
