Every license, unless otherwise expressly provided, issued under the ordinances of the village shall be subject to all the ordinances in force or which may come into force at any time during the term of such license relating thereto or the subject matter thereof. No license shall be construed or held to be a contract or as establishing contractual relations between the holder thereof and the village, nor shall any such license cause or prevent the village by its proper authority to change, amend, alter or repeal the ordinances or parts thereof under which any such license is issued.
