§ 110.03 LICENSE REGISTER; WHO CANNOT OBTAIN LICENSE; DISCRETION IN ISSUING.
   The Village Clerk shall keep a register of all licenses issued, the period for which they are issued, the person to whom issued, and the thing or things and place licensed, together with the fee paid therefor. No license shall be issued to any minor, spendthrift, drunkard, idiot, insane or distracted person or person under other disability. Nothing in the license or this section shall be construed to take away any discretion the village or its officers may have or which may be vested in them by law in issuing any such license.
