Whenever any license is required or provided for by the ordinances of said village and no other provision for obtaining the same is made, before the same is issued the fee therefor shall first be paid to the Village Treasurer and an application in writing made to the village for such license by the person or parties desiring the same. The application shall state the name or names of the person or parties desiring such license, the period of time for which it is desired, the particular thing or things and place to be licensed. If a bond is required, the same shall be executed and approved before any such license shall issue.
