§ 150.06 INTERNATIONAL PROPERTY MAINTENANCE CODE ADOPTED BY REFERENCE.
   (A)   The village hereby adopts the 2018 International Property Maintenance Code by reference as if fully set out herein, with the supplementary editions, amendments, additions, insertions, deletions and changes prescribed in division (B) of this section. All references to, and all functions served by, the “Board of Review” shall refer to and be served by the Code Hearing Department.
   (B)   The following sections of the 2018 International Property Maintenance Code are hereby amended, deleted or modified as hereinafter set forth:
      (1)   Section 101.1: Insert “Village of South Elgin, Kane County, Illinois” for the name of the jurisdiction.
      (2)   Section 102.3 Delete the text. Insert “Application of other codes. Repairs, additions or alterations to a structure, or changes of occupancy, shall be done in accordance with adopted codes and ordinances.”
      (3)   Section 103.5: Delete section.
      (4)   Section 104.6: Add to end: “including the requirements of Illinois law concerning record retention and destruction.”
      (5)   Section 107.2(5): Delete section.
      (6)   110.1: Delete text “or where there has been a cessation of normal construction of any structure for a period of more than two years,” Insert “or where there has been a cessation of normal construction of any structure for a period of more than one year,”.
      (7)   111: Delete sections 111.1 through 111.8.
      (8)   112.4: Insert “$25" and “$750" for requested amounts.
      (9)   302.4: Insert “eight inches” for requested height.
      (10)   304.1.1: Delete the text “the International Building Code or the International Existing Building Code as required for existing buildings:” and substitute the text “adopted codes and ordinances:”.
      (11)   304.14: Insert “April 1" and “October 31" for the requested dates.
      (12)   305.1.1: Delete the text “with the International Building Code or the International Existing Building Code as required for existing buildings:” and substitute the text “adopted codes and ordinances:”.
      (13)   306.1.1: Delete the text “the International Building Code as required for existing buildings:” and substitute the text “adopted codes and ordinances:”.
      (14)   602.3: Insert “November 1" and “March 31” for the requested dates.
      (15)   602.4: Insert “November 1" and “March 31” for the requested dates.
      (16)   604.3.1.1: Delete the text “the provisions of the International Building Code.” and substitute the text “adopted codes and ordinances.”
      (17)   604.3.2.1: Delete the text “the provisions of the International Building Code.” and substitute the text “adopted codes and ordinances.”
      (18)   Insert new section 704.2.5 as follows:
      704.2.5 Smoke alarms. Single or multiple-station smoke alarms shall be installed and maintained in dwellings not regulated in Group R occupancies, in accordance with Sections 704.2.1 and Section 704.2.2, at all of the following locations:
         1.   On the ceiling or wall outside of each separate sleeping area in the immediate vicinity of bedrooms.
         2.   In each room used for sleeping purposes.
         3.   In each story within a dwelling unit, including basements and cellars but not including crawl spaces and uninhabitable attics. In dwellings or dwelling units with split levels and without an intervening door between the adjacent levels, a smoke alarm installed on the upper level shall suffice for the adjacent lower level provided that the lower level is less than one full story below the upper level.
