§ 51.10 DIRECTOR OF ADMINISTRATIVE SERVICES TO COLLECT AND RECORD UTILITY FEES AND REVENUE.
   (A)   It is hereby made the duty of the Director of Administrative Services and staff of the village to render bills for all utility service including water, sewer and garbage, or either or one of them; and to collect all moneys in payment of these services as well as late fees and other miscellaneous fees for services connected with these utility bills.
   (B)   It is hereby made the duty of all officials of the village to enforce the payment of all unpaid bills and penalties in the manner, form, time and procedure under the laws of the State of Illinois thereunto enabling.
   (C)   It is the duty of the Director of Administrative Services to establish a proper set of accounts to place all of the proceeds collected for the utility charges so that they are accounted for and used for the benefit of providing these services. At regular annual intervals, the Village Board of Trustees shall cause to be made an audit, by an independent certified auditing concern of the books and records to show the receipts and disbursements of the combined utility system.
