(A) The owner of the premises and/or the occupant thereof and the user of the water, sewer, and garbage service, or any combination thereof, shall be jointly and severally liable to pay for all of the utility services on the premises, and these services are furnished to the premises by the village only upon the condition that the owner of the premises, occupant and user of the services are jointly and severally liable therefor to the village for the charges to deliver these utility services.
(B) Bills shall be generated monthly.
(C) Bills shall be payable within 15 days after the date of the original bill.
