Before any license is issued hereunder, the fee therefor as herein fixed shall first be paid to the village for such license by the party desiring the same. Said application shall state the name or names of the party desiring the license, kind of tobacco products to be handled, dealt in, sold or given away, and the particular place where the same is to be done, and the period for which said license is desired.
