All downspouts, outside stairwells and roof drains shall discharge onto the ground or be connected to storm sewers, drainage ditches or storm drainage systems. Footing drains shall be connected to sump pumps and discharge shall be made into storm sewers, sewer lines connected to storm sewers, drainage ditches or storm drainage systems, where such systems are available. Where storm sewers, sewer lines connected to storm sewers, drainage ditches or storm drainage systems are not available to the subject property, the Village Administrator may permit the sump pump to be discharged over the ground, provided that such discharge shall not be permitted to flow onto adjoining property without the consent of the adjoining property owner.
