Upon completion of the construction of the sewer system in and for the Village of South Elgin, it shall, in the interest of the public health and welfare, be, and here is declared mandatory that all residents, commercial establishments, schools, churches, and others having need for sewer service, located within the village and within 100 feet of a sewer line, be connected to the sewerage system. Any such owner of property failing to connect to the system within 60 days after completion of the construction of the system, shall be charged a connection fee of $100, plus an additional penalty of $10 per month for each month of further delay in making connection thereto.
