§ 51.33 WATER METERS AND TESTING REQUIRED.
   (A)   All premises using water from the village water system shall be equipped with an accurate water meter provided by the village but paid for by the customer. No water shall be taken from the village water system except through village-approved water meters. All meters are and shall continue to be the property of and maintained by the Village of South Elgin Department of Public Works.
   (B)   All new water service shall be connected to the current water billing system through use of an approved water meter.
   (C)   Village water meters shall be inspected and tested on a predetermined basis as designated by the village’s Department of Public Works. Meters may be tested at the request of the property owner or his occupant in accordance with the fee schedule set out in §§ 150.45 et seq. of this code. If the meter is found to be greater than 10% inaccurate, the fee shall be returned to the owner or occupant, and a replacement meter shall be installed by the village. Should the meter be found to be accurate, the fee shall be retained by the village.
