Nothing contained in this section shall preclude or bar the village from recovering unforeseen or excessive and uncontemplated construction costs incurred by the village in performing any of the services set forth herein. The village is obliged to give the user prompt notice of the unforeseen or uncontemplated costs as soon as they become evident, and afford the user the opportunity to cancel any further work.
