There is hereby imposed on the privilege of operating every video gaming terminal in this village, as defined by the Illinois Video Gaming Act, ILCS Ch. 230, Act 40, §§ 1 et seq., an annual fee of $250 for each such device. Said fees are not subject to proration or refund and are due prior to issuance of the license. No additional fee is required from the licensee when the licensee exchanges one terminal for a different terminal provided the aggregate total number of terminals on the licensed premises does not increase.
