In addition to disposal and removal costs assessed by the village, any landlord, property owner or agent of the same, not including an officer of the Kane County Sheriff’s Office executing the eviction, who fails to discard tenant personal property in accordance with this chapter shall be subject to a fine not to exceed $750 for each day the property remains on a village right-of-way, easement, or village property.
