As a matter of health and safety, any landlord, property owner or agent of the property owner, not including an officer of the Kane County Sheriff’s Office executing the eviction, who evicts a tenant shall be prohibited from discarding, storing or otherwise placing the tenant’s personal property on village property, including, but not limited to village rights-of-way or easements.
