(A) There shall be one Chair Person of the Committee, being appointed by the Village President from among said members of such Committee.
(B) The Chair Person of the Committee shall serve a two-year term, and the Village President shall, in advance of the expiration of appointment, appoint the person who shall fill the expiring position of Chair Person at the first regular board meeting in September. Said appointee shall then serve for a two-year term commencing immediately upon the conclusion of that year’s Riverfest Celebration.
(C) The Chair Person shall preside at each meeting of the Committee and shall otherwise supervise the affairs of the Committee. It shall be the duty of the Chair Person to maintain a written record of the proceedings of the Committee, which shall at all times be open to inspection by the corporate authorities and the general public. To assist in maintaining these records, the Chair Person may appoint a secretary from among said members of such Committee.
