(A) Policy.
(1) The objective of preparing emergency plans is to create the capacity for local government to:
(a) Save the maximum number of lives in the event of a major emergency or disaster and minimize injuries as well;
(b) Protect property;
(c) Preserve functioning civil government; and
(d) Maintain and support economic activities essential for the survival and eventual recovery from the emergency or disaster.
(2) In the past, emergency and disaster plans were written to deal with the effects of one or more disaster situations. It is now felt that all emergencies and disaster situations have certain commonalities. Accordingly, the village shall adopt a Comprehensive Emergency Operations Plan capableof operating in any type of emergency or disaster situation, whether natural or technological. Provisions for operating under each of the Comprehensive Emergency Management phases (mitigation, preparedness, response, and recovery) will be developed for each operational department of the village government.
(B) County review. The 2023 Comprehensive Emergency Operations Plan, which has been reviewed by Kane County, is hereby adopted by reference. The Chief of Police is further charged, on a biannual basis, with the obligation to review and propose updates to the Comprehensive Emergency Operations Plan and to have the Comprehensive Emergency Operations Plan and amendments reviewed by Kane County for receipt of the county's comments.
(C) Amendment. The Chief of Police has the authority to make technical and administrative amendments (e.g., changes to frequencies, changes to contact information) to the Comprehensive Emergency Operations Plan as appropriate. All future amendments to the Comprehensive Emergency Operations Plan, as such may be adopted by the corporate authorities of Kane County, shall be presented by the Chief of Police to the Village Board of Trustees for adoption as a part of the village’s Comprehensive Emergency Operations Plan.
