(A)
All persons owning or occupying residential real estate, other than multi-family dwellings containing five or more units, shall dispose of municipal solid waste through the municipal waste system. All municipal solid waste shall be collected by or on behalf of the village pursuant to the terms of the contract granted by the village for such services.
(B) No person shall collect, transport, or disposeof municipal solid waste without a license issued by the village.
