(A) (1) In addition to all other requirements set forth herein for the issuance of a building permit or a certificate of occupancy, no building permit or certificate of occupancy shall be issued by the village for new construction until the applicant shall present a copy of a receipt of payment of the county's impact fee.
(2) The Director of Community Development shall be responsible for the oversight and enforcement of this requirement.
(B) The Director of Community Development is authorized, in the exercise of his or her discretion, to revoke any building permit or occupancy permit that was issued after April 1, 2004, without actual payment of the impact fee to the county.
