(A) The following are exempt from obtaining a special event permit, unless services are required by the Village of South Elgin:
(1) The Village of South Elgin.
(2) Block parties, which are governed by Chapter 94 of this code.
(B) Notwithstanding the exemptions set forth in this chapter, issuance of other permits or licenses may be required depending on the nature of the event, including but not limited to temporary structures and signs, fireworks, raffles, and liquor licenses.
