§ 111.05 RENEWAL OF LICENSE.
   (A)   Each licensee shall make application for renewal of his or her license to the Local Liquor Control Commissioner no later than November 30. The application fee and annual fee for the license must accompany this renewal application. If the Liquor Control Commissioner determines that the renewal application contains any information that is changed in any way from the information set forth in the original application for license, a new investigation of the licensee shall be undertaken and an additional application fee of $50 shall be charged to the licensee to cover the costs of such investigation, and shall be in addition to the renewal application fee and yearly license fee. Any applicant that fails to properly submit its application for renewal to the village on or before November 30 shall be subject to a fine of $200, payable to the village prior to the issuance or renewal of the license for the following year. Should applicant fail to properly submit its application for renewal on or before December 15, the aforesaid fine shall be increased to $400.
   (B)   No liquor license shall be authorized for issuance or renewal if the applicant is a debtor to the village.
   (C)   If, after investigation, it is determined that the applicant is not entitled to a renewal license, the yearly license fee shall be returned. The renewal fee and charge for the investigation is non-refundable.
   (D)   A renewal license shall be issued provided the licensee is qualified to receive a license; provided the licensee is in good standing under all village ordinances or, in the opinion of the Liquor Commission, will in good faith come into compliance; and provided further that the premises for which renewal license is sought are suitable for such purposes. Notwithstanding any other provision of the Village Code of Ordinances; provided further that the renewal process and privileges set forth herein provided for do not vest, and shall not he construed as vesting, any right which shall in any case prevent the corporate authorities from decreasing the number of licenses to be issued within the village.
   (E)   In the event that the village shall reduce the number of licenses below that number issued in the prior year and the number of applicants does not decrease such as to be equal to or less than the number of available licenses, the Local Liquor Control Commissioner may issue the available licenses on the basis of date of application, years holding prior licenses, adequate service to areas in village, record of violation or any other reasonable basis.
