(A) All rights-of-way, streets and associated improvements, including, without limitation, lighting and signage, shall conform to the requirements established in the Village of South Elgin Engineering Design and Inspection Policy Manual, as amended. A copy of the Village of South Elgin Engineering Design and Inspection Policy Manual is kept on file at the Public Works Department office and the Office of the Village Clerk.
(B) The arrangement, character, extent, width, grade, and location of all streets shall conform to the Village of South Elgin Engineering Design and Inspection Policy Manual, and shall be considered in relation to existing and planned streets, to reasonable circulation of traffic within the subdivision and adjoining lands, to topographical conditions, to storm water runoff, to public convenience and safety, and the proposed uses of the area to be served and surrounding property.
(C) Every street shall be dedicated as a public street. Private streets are prohibited.
(D) No half width street improvements shall be permitted.
