§ 91.22 PLACEMENT OF NUMBERS.
   (A)   Within 30 calendar days of the adoption of this subchapter by the South Congaree Town Council, the owner, occupant or agent shall place or cause to be placed upon each mail box or mail depository controlled by the person the number or numbers assigned under the uniform system as provided by the subchapter.
   (B)   The numbers shall be placed on mail boxes or mail depositories within 30 days after the effective date of this subchapter, and within 20 days after the assigning of the proper number in the case of numbers assigned after the effective date of this subchapter. The numbers used shall be a minimum of two (2) inches in height and shall be made of a durable, reflecting material.
   (C)   (1)   Where property owners desire to place numbers on structures in addition to the required numbers on mail boxes, the numbering shall be done as follows.
      (2)   The numbers shall be conspicuously placed immediately above, on or at the side of the principal door of each building so that the number can be seen plainly from the street line.
   (D)   Whenever any house, building, or structure shall be erected or located in the Town of South Congaree after the establishment of the uniform system of house and building numbering, in order to preserve the continuity and uniformity of numbers of the houses, buildings, and structures, it shall be the duty of the owner to procure the correct number or numbers as designated from the Town Clerk for the property and to immediately fasten the number or numbers so assigned upon the mail box as provided by this subchapter. No building permit shall be issued for any house, building, or structure until the owner has procured from the Clerk the official number of the premises. Final approval of any structure erected, repaired, altered, or modified after the effective date of this subchapter shall be withheld by the Building Inspector until permanent and proper numbers have been affixed to the mail box.
   (E)   Street numbers are assigned to buildings but are only required by this subchapter to be placed on mail boxes or mail depositories in front of each structure.
   (F)   It shall be the duty of the Clerk to inform any party applying therefor of the number or numbers belonging to or embraced within the limits of any lot or property as provided in this subchapter. In case of conflict as to the proper number to be assigned to any building, the Clerk shall determine the number of the building.
