§ 91.06 OBSTRUCTIONS.
   It shall be unlawful for any person to obstruct any street, alley, park, square, public right-of-way or sidewalk, so as to hinder or prevent full, free and uninterrupted passage thereon, except by special permit (parades, street dances and the like).
