No person shall own or operate a commercial breeding kennel/cattery within the county without first obtaining a certificate of inspection from the Animal Services Division, issued pursuant to this section for which a fee of $200 shall be paid for a two (2) year period. The fees shall be collected by Animal Services and turned over to the County Treasurer. Such fees shall go toward the cost of defraying the expense of operating the animal shelter.
