(A) The Lexington County Election Commission shall have the functions, powers, and duties of Commissioners of Elections. It shall insure that proper books of registration are provided for each ward, shall prepare and distribute ballots and election materials, appoint managers of election for each polling place and otherwise supervise and conduct all municipal, special and general elections.
(B) The managers shall certify the results of the election to the Commission within one (1) day after the election, and the Commission shall declare the results not later than three (3) days following the election.
(C) Nominees by petition shall be certified to the Lexington County Election Commission by the managers within the prescribed time, and when so certified the Commission shall place the names of the nominees upon the ballots for the general election.
